You can use the +12 line and -12 line and make a 24 V supply using a single SMPS. However, you should be careful about the current capacity of the -12 line - it is usually not more than few hundred MA.
 
AT type power supply is easy to modify - it has the 494 chip.
 
In any case, I strongly recommend NOT TO US PC SMPS for our radio. In spite of the large current rating, they are not built for sudden loads like when you press the PTT. In Chennai, we can buy a 20Amps fine SMPS for 1500 bucks.

Sounds a bit complicated. Is it possible to make 24v supply using two of them in series, I was told it cannot be done because of the floating outputs.

  This works ,
I have used it as described and also made one of my own with the same configuration.the trick is to get the oldest one as possible so that they have the 494 chip.
I later brought few for 50Rs each and then pulled out the required components and then made one of my own.

Most programming cables are RS232 to TTL convertors. You get loads of info on the net. You can get a board & parts for 10$ on the eBay.

Here is something:

You will need to find out RX, TX and GND pins on the rig.
